Why it matters
Policy updates that introduce certification and licensing requirements can reduce abuse, but they also create a new operational failure mode: false closure (“we’re compliant”) without receipts (“we can prove certification status for each targeting regime”). If organizations cannot track the evidence and clocks, they learn about noncompliance only when enforcement begins—at which point the business impact arrives as a sudden stop, not a gradual correction.

Hypotheses
H1 — The dominant failure mode after certification-based policy updates is “receipt drift” (missing/expired/mismatched evidence) rather than misunderstanding of the policy text. [1] Falsifier: Most enforcement actions occur despite complete, current, and correctly scoped certification receipts.
H2 — Cross-jurisdiction targeting creates worst-slice lock-in where the strictest slice governs operational planning unless compliance is expressed as explicit regime predicates. [2] Falsifier: Multi-jurisdiction advertisers experience uniform compliance effort and uniform enforcement risk across jurisdictions, with no worst-slice concentration.
H3 — Contract-first compliance (LSF-style: checkable predicates + receipts + replay) reduces false suspensions and appeal churn more than narrative “compliance packs.” [3] Falsifier: Narrative-only documentation yields equal or lower false-suspension/appeal rates than receipt-based, predicate-driven compliance under the same operating budget.

Where it flips (regimes)
Conclusions invert across (1) certified vs uncertified regimes, (2) jurisdiction-targeted ads vs non-targeted/global ads, (3) warning window active vs no-warning-yet (pre-enforcement vs enforcement), and (4) stable policy periods vs policy-change periods where older approvals become stale.

Math behind it (without math)
The inference trap is treating “approved” as a permanent property. In reality, approval is regime-dependent (jurisdiction, product category, certification status) and time-dependent (policy changes, licence validity, warning periods). Without a ledger of what was verified, when, and for which targeting slice, teams operate in split reality: marketing thinks campaigns are allowed, compliance thinks they are covered, and enforcement acts on a different state entirely.

  • J: declared jurisdiction slices (e.g., each targeted country/region).
  • r̂_j: observed “receipt-valid” rate in slice j (fraction of ads/accounts with current, correctly scoped certification/licence receipts).
  • n_j: number of sampled items checked in slice j (budgeted verification).
  • zα: conservativeness factor for a lower confidence bound.
  • τ: minimum acceptable receipt-valid threshold per slice.
  • w_j: observed enforcement-warning lead time in slice j (when applicable).
    Rationale: operational truth is worst-slice and time-bounded: you are “okay” only if you can credibly prove receipt coverage in every targeted slice, and if enforcement timing constraints (like warning windows) are trackable as receipts, not assumptions.

Millennium-problem alignment (and why it matters here)
This is “verification under budget” in the operational sense: it is easy to claim compliance, harder to certify it across jurisdictions and time without receipts—an analogy to P vs NP that we use carefully (no formal reduction). A second alignment lens is the Yang–Mills existence and mass gap intuition: governance needs a real “gap” between compliant and noncompliant states that is detectable and stable; if the boundary is too fuzzy (or evidence too weak), small changes (policy updates, targeting tweaks) can collapse the gap and turn routine operations into enforcement incidents. In the ledger framing, P + NP = 1 means you either pay verification cost (P-like: receipts and replay) or you accept unverified space (NP-like: assumptions), but you must record where that trade sits across levels and time. [1], [9]

Multitime + TTOkay (when ‘done’ depends on which clock you trust)
Key clocks include: policy-effective clock (February 2026), certification-processing clock (time to approval), campaign clock (launch/flight dates), enforcement clock (warning→suspension), appeal clock (evidence review), and audit clock (replay of licence and certification artifacts). TTOkay fails when closure follows the campaign clock (“we launched”) while the certification/audit clocks cannot replay the evidence for the exact targeting regime, or when the enforcement clock starts and teams cannot prove when and why the warning was triggered.

Closure target
“Settled/done” requires declared subfields (targeting regimes, product categories, licence requirements, certification status, warning workflow, appeal workflow), explicit closure predicates (per-jurisdiction receipt-valid ≥ τ with confidence; receipts are current and correctly scoped; warning events are logged with timestamps and triggers), a receipt schema (account ID class, ad ID class, targeting slice j, licence artifact ID, certification artifact ID, validity window, policy version, warning timestamp, enforcement action timestamp), and a sampling/budget plan (n_j per slice, focusing on worst-slice and high-volume campaigns). Closure must report worst-slice + dispersion across jurisdictions, and it must name regime flips (policy-change periods, targeting changes, certification expiry, warning-active) so compliance remains auditable rather than narrative.
